反則行為 を英語で教えて!

「反則行為」は英語では mismove や violation などで表現することができます。

I won by the mismove of my opponent. I was lucky because we were evenly matched in terms of ability.
（対戦相手に反則行為で、勝った。実力的に互角だったので、運が良かった。）
※ be evenly matched（互角である、いい勝負である、など）

※ちなみに mismove は「馬鹿な行動」という意味でも使えます。

半紙 を英語で教えて!

「半紙」は英語では small-sized writing paper や standard-size Japanese writing paper などで表現することができます。

I ran out of small-sized writing paper for calligraphy, so I’ll buy some at a nearby stationery store.
（習字用の半紙が少なくなったので、近所の文房具屋で買ってくる。）

※ちなみに paper（紙）はスラングで、「お金」という意味で使われたりします。

判断を下す を英語で教えて!

「判断を下す」は英語では make a decision や pass judgment などで表現することができます。

Today is the day the judgment of that case comes out, but I'm interested in what kind of decision the judge will make.
（今日はあの事件の判決が出る日だが、裁判官がどのような判断を下すのか興味がある。）
※ judge（裁判官、審判、など）

※ちなみに pass を使ったスラングで make a pass と言うと「口説く」という意味を表せます。

判を押す を英語で教えて!

「判を押す」は英語では stamp や affix a seal などで表現することができると思います。

Things are changing little by little, but in Japan, stamps are still necessary because we stamp sometimes.
（少しずつ変わりつつありますが、日本ではまだ、判を押すことがあるのでハンコが必要です。）
※ things change（状況が変わる、物事が変わる、など）

※ちなみに stamp を使ったスラングで tramp stamp というと「女性が腰付近に入れるタトゥー」という意味になります。

髪質改善 を英語で教えて!

「髪質改善」は英語では improvement of one's hair quality や amelioration of one's hair type などで表現することができると思います。

I want to improve my hair quality. Is there a way to do it without spending too much money?
（髪質を改善したいです。あまりお金を掛けずにやる方法はありますか？）

※ちなみに amelioration の「改善」はニュアンス的に"芳しくない状態からの改善"という感じになります。
