「乱入者」は英語では intruder や interloper などで大筋を表現することができると思います。

Hey, look! The game is suspended because of an intruder!
（見て！乱入者のせいで試合中断になってる！）

An interloper appeared at the international conference, causing chaos at the venue.
（国際会議に乱入者が現れたので、会場は大混乱になった。）

※ちなみに interloper は「でしゃばる人」というような意味でも使われます。

「～という手段を取る」は英語では take the means of 〜 や take the measures of 〜 などで表現することができます。

Shoplifting is a crime. I will take legal means.
（万引きは犯罪です。法的手段を取らせていただきますよ。）

This is a big problem for our company. I have no choice but to take the measures of 〇〇.
（これは我が社にとっては大問題だ。〇〇という手段を取るしかない。）

※ちなみに measure の場合は、"（何かしらの問題に対する）手段"というニュアンスになります。

「言うまでもなく」は英語では not to say や not to mention などで表現することができます。

Not to say, this is still in the draft stage so we will complete it from now.
（言うまでもなく、これはまだ、叩き台の段階なので、これから完成させます。）
※ draft（叩き台、草案、など）

Not to mention, we have to change tactics.
（言うまでもなく、戦術は変更しなければなりません。）

※ちなみに mention は「言及する」というようなニュアンスで、say より、固い雰囲気の表現になります。

「経済制裁」は英語では economic sanctions や economic restrictions などで表現することができます。
