「Could you turn down the air conditioning a little bit?」は、「エアコンを少し下げてもらえますか？」という意味です。周囲が寒く感じているときや、風が強すぎると感じたときなどに使用します。自分よりもエアコンの操作が容易な他の人に対して使うフレーズで、丁寧な表現をしています。オフィスやレストランなど、他人と共有の空間でエアコンの設定を調整してほしいときに言う言葉です。

「冷房」は「air conditioner」の機能の一つで、「cooling on the air conditioner」などと表現できます。
日本語の「クーラー」とは言わないので注意して下さい。
「cooler」は、アイスボックス等、別の意味で使われます。
