「黙認する」は英語では overlook や acquiesce などで表現することができます。

I was aware of his dishonesty, but for the sake of sales I overlooked it.
（私は彼の不正に気付いていたが、売上の為に、黙認した。）
※ for the sake of 〜（〜のために、〜を考えて、など）

The president purposely acquiesced.
（社長はわざと黙認したんだ。）

※ちなみに overlook は「見渡す」「監視する」という意味も表せます。

目がウルウルしている を英語で教えて!

「目がウルウルしている」は英語では have watery eyes や be welling up with tears などで表現することができると思います。

She had watery eyes over as she listened to him talk.
（彼の話を聞いている時、彼女の目がウルウルしていた。）

Every time I watch this movie, I'm welling up with tears.
（この映画を見ると、毎回目がうるうるする。）

※ちなみに「涙脆い」は sentimental で表現できます。

「目がゴロゴロする」は英語では one's eyes feel gritty や one's eyes feel uncomfortableなどで大筋を表現することができると思います。

I can't concentrate because my eyes feel uncomfortable.
（目がゴロゴロするので、集中出来ない。）

※ちなみに gritty は「勇気のある」という意味も表せます。
