1. take「背負う、担う」 、responsibility「責任」 to the end「最後まで」という意味になります。
　良い責任、悪い責任どちらにも使われ、一番スタンダードな表現です。

2. bear the blame for～は「～（失敗や事故）の責任を負う（取る）」という意味です。
responsibility よりも悪いことの責任に特化して使います。
