「in trouble」トラブルの中にいる
まさに、日本語の(トラブっている)状態です。

A: He is too late.
彼遅すぎるね。
B: I heard he is in trouble with his friends.
友達とトラブルになっているってい聞いたよ。

2. The PC isn't working well.
パソコンの調子が悪い。

「work well」うまく動く
is not working wellで(うまく動いていない/調子が悪い)というニュアンスです。

My phone is not working well, today.
今日は電話の調子が悪い。
