「梅雨」は日本独自の表現なので「rainy season」と言い換えた方が分かりやすいと思います。その終わりという事で「梅雨明け」は「the end of the rainy season」で良いでしょう。

これに「seem(～のようだ)」と比較級を組み入れて以下のように訳するのが適訳と考えます。

（今年は梅雨明けが例年より遅いようです。）

「This year」は副詞句で「seems to be later」を修飾しています。
