in ~ は「～の中に」「～の中で」という意味以外に、「（活動など）に従事して」や「（職業）して」という所属を示す意味もあります。be 動詞 + in ~ で「している」という事を表しています。

belong to ~は「～に所属する」という意味です。現在形で使います。現在進行形にはできません。たとえば、「I belong to a club.」が正しい文です。「I am belonging to a club.」とは言えません。

中学生時代の部活では、何部に所属していましたか？
I didn't belong to any club.
帰宅部です。
