「to limit the term of office」は、大統領や社長などの役職の任期に上限を設ける、という意味です。

1. place a limit on the term 　任期を制限する

place a limit on 制限を付ける
the term 任期

「任期」は英語でterm、又はterm of officeと言います。term of presidential office「大統領の任期」や、serve out one's term「任期を終える」のように使います。

「～を制限する・制限を設ける」はplace a limit on ~です。place を put, set, establish に言い換えることもできます。

2. introduce term limits　任期を制限する

「任期を制限する」はintroduce term limits と言うこともできます。
term limitが「任期限度」で、introduce term limitsで「任期限度という制度を導入する」という意味です。
