「In my opinion...」は、「あくまで私の考えだけど…」と前置きする感じで、自分の意見を少し控えめに伝えるときに便利な表現です。

断定を避け、他の人の意見も尊重するニュアンスがあるので、会議で提案するときや、友達と映画の感想を言い合うときなど、幅広い場面で気軽に自分の考えを伝えられますよ。

If you ask me, we should leave a little earlier to avoid the traffic.
私に言わせれば、渋滞を避けるためにもう少し早く出発すべきだよ。

I think it's better to finish this today rather than putting it off.
先延ばしにするより、今日中にこれを終わらせた方が良いと思います。

ちなみに、"I think that..." は、自分の意見や考えを少し控えめに、押し付けがましくなく伝えたい時にぴったりの表現だよ。「私はこう思うんだけど、どうかな？」という感じで、相手の意見も尊重するニュアンスが含まれているんだ。断定を避けたい会議や、友達との会話で気軽に意見を言う時など、幅広く使える便利なフレーズだよ。
