「please」は何かを丁寧に依頼するときの表現です。「answer」は動詞で「答える」、「question」は「質問、疑問」、「properly」は副詞で「きちんと、ちゃんと、正しく」と言う意味があります。

なお、形容詞の「proper（ちゃんとした、適切な、ふさわしい）」もよく使われます。
