surprising は「驚きの」という意味なので、「予想外の、まさかの」と言い換えることができます。

例文

最後にまさかの展開があった。

「ストーリーが最後にまさかの展開を取った。」というのが直訳ですが、自然に訳すと「最期にまさかの展開があった。」となります。

まさかの展開

development は「発達、進展」などの意味があり、「展開」と言い換えることができます。
