1. I'm depressed because of the rain.
雨で憂鬱だ。

be depressed：憂鬱な
形容詞 depressed は気分が沈んでいる元気のない様子を表し「元気のない」→「憂鬱な」と考えます。人の心の状態を指す他 depressed situation「不景気」や depressed eyes「曇った（元気のない）瞳」など状況や物に対して使うことも出来ます。

例文
I'm depressed because of the rain but I have to go out.
雨で憂鬱だが、出かけなくてはいけない。

2. I don't feel good due to the rain.
雨で憂鬱だ。

don't feel good 「気分が快くない」→「憂鬱だ」と考え、理由がdou to 「～のせいで」以降に続きます。理由を言う際 because of の他 due to を使いますが、事件や病気など良くない出来事の理由には due to を使うことが多いです。
例）
I'm absent from school due to a cold.
風邪で学校を欠席している。
