ちなみに、circumstances は　状況（環境）という意味もあるので、

このような状況下では、計画を実行できるとは思いません。

のように使うことができます。

give 物 a thought 〜に考えを与える＝〜に配慮する

She doesn't give others' situations a thought.
彼女は他人の都合を考えない。
この a thought の　a が 一つも という強調の意味を出すので、是非 a を強めに読んでください。

ちなみに、映画やカジュアルな表現では、「考えない」、「気にかけない」のような言い方は、少し違った表現を使います。
上記で説明したものはフォーマルでも、誰にでも使えるものです。
