「25歳以下の人を対象にしたディスカウント」は上記のように表現します。
一定の年齢より若い年齢の人を指すとき、 under 「 - より下の」を使います。

Those under 18 years old are considered minors in the U.S.
米国では18歳未満は未成年とみなされる。

Do you have a discount for people under 25 years old?
25歳以下への割引はありますか？（U25割はありますか？）

因みに逆の場合は、数字とover を使って文章を作成できます。

I am over 21 years old and can drink at this bar.
私は21歳以上なので、このバーで飲むことができます。
