例文では、「問題を解決することなく」という意味です。

2. We have to solve the issue, otherwise we won’t be able to progress.
私たちは問題を解決しなければならない。そうでなければ前に進むことができない。

・issue：問題、課題、論点、議題
problem が「解決されるべき問題」を表すのに対し、issue は「話し合う/ 議論するべき課題や問題」を表します。
例）We've discussed the issue for two hours and we're finally reaching a conclusion.

・otherwise：さもなければ、そうでなければ
あることをしないと otherwise ~ のことになってしまうという意味です。
