満●歳 を英語で教えて!

祖父は県内で一番の長寿なので、「満110歳です」と言いたいです。

多くの国は満年齢で数えているのでシンプルに普通に年齢を言う言い方で大丈夫です。
「満年齢」と言う直訳の言葉はありませんが、western-style age systemやwestern-style counting age systemと表せます。
因みに「数え年」というのもありますが、英語ではcontinuing age もしくはEast Asian age reckoning「東アジア式計算」と言います。。

例文
My grandpa is the oldest within prefecture. He is 110 years old.
「私の祖父は県内で1番の長寿です。110歳です。」

補足ですが、「数え年」を知らない人に説明する時は、
This is characterized by counting inclusively from 1 at birth and increasing at each New Year instead of each birthday.
「これは生まれた時を1歳と考え、誕生日ではなく、1月1日に1歳を迎えると言う考えかたです。」
と言えば伝わるでしょう。

「満110歳です」の「満」はfull、「～歳」はyears oldです。

My grandfather is the oldest in the prefecture, and he is a full 110 years old.
祖父は県内で一番の長寿で、満110歳です。

ちなみに、a を省略して full 110 years old という表現も通常使われます。

例
My grandfather is full 110 years old.
私の祖父は満110歳です。

ちなみに、「満年齢」はfull ageと言います。
