　我不確定我該不該買。＝在煩惱

be not sure = 無法確定

【I'm hesitating should I buy it or not. 】
　我很猶豫我該不該買。

hesitate= 猶豫，躊躇

【I'm thinking whether should I buy or not. 】
　我在想我該不該買。

whether A or B = Ａ或Ｂ　whether 省略掉也能夠傳達出意思。

此外，
I'm wondering... wonder= 有疑問、自問
I can't decide... decide = 決定
無法決定→很煩惱

也能這麼表達。
