首先「非常抱歉。」可以用be afraid that 〜 /apologize/sorry 之類的來表示。
在此之後that的後面接說明道歉的詳細內容。

「您的期望」是request以外用來表示 any help 。
比起We cannot help you. 如果說We cannot be of any help. (恕我無能為力。)會更禮貌點。
順便一提，在正式場合盡量不要使用像Can’t 那樣的省略形式會給人留下更好的印象。
