1. be not responsible for ～
對～不負責任

be responsible for：對～有責任，負責
形容詞 responsible 的意思是「有責任的」。
這次是否定，所以要加 not。

另外，「有責任感的」「盡責的」→有時也有「值得信賴的」的意思。
