The next customer的意思是「下一位顧客」。come over是「過來」的意思，指的是朝特定的地點移動。here是「這邊」。

下一位顧客，請到這個櫃檯來。

如果用proceed to代替come over，意思是「前往～」。proceed to後面接的是要前往的地點，這裡是「這個櫃檯」，所以是this counter。
