直譯的話是「很難決定」。

例句
It's hard for me to decide because I'm not responsible for this job.
因為這份工作我不是負責人，所以我無法做出判斷。

「be responsible for~」的意思是「對～有責任」。
將「沒有負責人」換成「我不是負責人」來表達。

2. can't decide
意思是「無法決定」。
這也可以用來表達「無法做出判斷」。

例句
I can't decide what to do.
