「把燈關掉」時是使用「turn off（關掉）」。如果只有一盞燈，就是「the light」，如果有多盞燈，則是「the lights」。語序方面，「turn off the lights」和「turn the lights off」兩種說法都沒問題。

It's too bright. Can you turn off the lights?
太亮了，可以幫我把燈關掉嗎？

Do you mind if I turn the lights off?
我可以把燈關掉嗎？

「Do you mind if~」在口語上有「可以～嗎？」的意思。比起「Would you mind if~」，語氣會更隨性一點。
